It isn't really misleading unless you don't look at it properly. The wiggly bit on the y axis means the graph has been designed to emphasise the difference between the bars so the graph seems to indicate there are a lot more stray dogs in 2004 than in the other years. If you ignore the wiggly bit you'd think there was three times more stray dogs in 2004 than in other years but in reality the increase is just 20%
